    The Irish BIM Mandate 

    The Irish government introduced the BIM mandate in January 2024, requiring all publicly procured projects over €100 million to comply with ISO 19650 standards. The implementation of the mandate is spread over a four-year period, with key milestones for different project categories: 

    • January 2024: Projects over €100 million (Design Team only) 
    • December 2024: Projects over €100 million (Contractor and Supply Chain) 
    • June 2025: Projects over €20 million (Design Team only) 
    • December 2025: Projects over €20 million (Contractor and Supply Chain) 
    • June 2026: Projects over €10 million (Design Team only) 
    • December 2026: Projects over €10 million (Contractor and Supply Chain) 
    • June 2027: Projects over €5 million (Design Team only) 
    • December 2027: Projects over €5 million (Contractor and Supply Chain) 

    By the end of 2027, all publicly procured projects, regardless of size, will be required to comply with the BIM mandate. 

     

    Key Components of the Mandate 

     

    1. Common Data Environment (CDE) 

    A CDE is a central repository where all project information is stored and managed. It ensures that all stakeholders have access to the latest information, reducing the risk of errors and improving collaboration. The ISO 19650 standards specify that all design information should be stored in a CDE and progress through four key states: Work in Progress (WIP), Shared, Published, and Archived. 

     

    2. Naming Conventions 

    Consistent naming conventions are essential for organising and managing project information. The Irish BIM Mandate specifies that all design documentation should follow the naming standards outlined in the Irish annex of the ISO 19650 document. 

     

    3. Information Requirements 

    The mandate outlines various information requirements, including Project Information Requirements (PIR), Exchange Information Requirements (EIR), and Organisational Information Requirements (OIR). These requirements ensure that all necessary information is captured and managed throughout the project life cycle. 

     

    4. BIM Execution Plans (BEP) 

    A BEP is a detailed plan that outlines how BIM will be implemented on a project. It includes information on roles and responsibilities, processes, and procedures for managing BIM data. The mandate requires all projects to have a BEP in place to ensure effective BIM implementation.
